UWTC to Distribute Remaining Funds and Dissolve

After lengthy deliberation, the Board of Directors of United Way of Transylvania County (UWTC), currently in its 65th year of community service, has decided to distribute its funds to local agencies and dissolve.

“This is a very difficult decision; however, in the end, we believe that it’s in the best interest of the community for us to ‘pass the torch’ to other organizations to continue the community programs and services we support,” stated UWTC Board Chair Terry Decker.

UWTC leadership cites the changing climate of philanthropy, reduced donations, and a myriad of new options for people to donate to charitable organizations.

The UWTC main office will remain open until January 31st. After that, staff and volunteers will begin those administrative matters needed to complete the dissolution process.

“We’re proud to have served the community by helping the residents of Transylvania County help each other. We, the UWTC Directors, regret that we were unable to sustain a meaningful level of program funding under the current financial conditions,” Decker stated.

What’s next

“We will disburse all available funds to the 15 local partner programs we support. Unfortunately, we do not have sufficient funds to provide the full level of funding we had planned through June,” said Rick Houck, Interim CEO.

Donors can contribute directly to the fiscal agents for the 15 programs listed online at unitedwaytransylvania.org/funded-programs-2019-2020. (See list of programs and agents below.)  The last day UWTC will accept donations from the public is January 31, 2020.

UWTC intends to transfer its direct service programs provided by TRAIN (Transylvania Resource Access Information Network), to other agencies. These services include VolunteerTransylvania.org and a monthly round-table and newsletter for agencies.

Background

In the most recent six-year period from 2013 to 2018, UWTC has directed over $1,500,000 to local programs.

For the past several years, UWTC has experienced the national trend of decreased giving by individuals. Giving USA’s June report estimated a national decrease in 2018 alone of 3.4%. UWTC has also experienced a decline in payroll deduction participation for the past several years.

The decrease in donations, combined with increased grants to local programs, led UWTC to expend its reserves to fund local programs. Over the past several years, UWTC leadership used a variety of solicitation techniques and funding sources to increase income, but could not meet the shortfall.

“UWTC sought grants to bring ‘outside’ money into the county to fund programs, but grant opportunities often have very focused and specific restrictions that don’t exactly match up with our programs,” Houck explained.

Tax receipts for UWTC donors who contributed $250 or more in 2019 will be generated by January 31, 2020. UWTC will accept donations through January 31, 2020; receipts for those donations will be generated by February 29, 2020.
